Dicy Miller was born on 14 October 1828, by her gravestone. She married John W. Overturf at Benton, Franklin County, Illinois, on 15 February 1844, four months after her fifteenth birthday. Her son George W. Overturf's 1892 marriage licence names her as his mother, Dicy Miller, and is the record that gives her maiden name. Dicy is an old upland-southern given name.

She kept house with John in Ewing Township for more than half a century, and the censuses keep her in his household from 1850 to 1900. In 1880 their children at home were Milly, Andrew J., William, Nancy and James J. John died in 1900. She died on 11 September 1903 and is buried beside him at the Overturf Cemetery in Ewing Township. Her pointed stone reads "DICY OVERTURF, BORN OCT. 14, 1828, DIED SEPT. 11, 1903", with the family name cut again across its base.

Her parents are not known. Her memorial links her to Charles Mark Miller, born in Knox County, Kentucky, in 1802, who died at Rockwood, Randolph County, in 1884. That link has a problem. Charles Miller married Harriet Rice in Franklin County on 13 December 1829, after Dicy was born. If he was her father, Harriet was a stepmother, and Dicy's own mother is unknown.
