Jacob Wager was born in Pennsylvania about 1797, the son of Benjamin Wager, a farmer of Plymouth Township, Montgomery County. He farmed in Plymouth himself, and his 1850 agricultural schedule shows a hundred and fifty improved acres valued at twelve thousand dollars.

His father died early in 1843. Benjamin's will left "all my real estate ... to my son Jacob for and during his natural life, and after his decease to my said grand son William." It gave the rest of the estate "unto my son Jacob," and it named "my son Jacob Wager" an executor with Benjamin F. Hancock. In the Plymouth tax lists of those years the three Wagers stand together: Jesse, Benjamin and Jacob.

He was also a Norristown land speculator. With a partner, Jesse Bean, he bought large tracts across Damascus and Manchester townships in Wayne County in 1848 and 1849. In April 1850 he sold seven hundred of those acres to George Abraham, who married Jacob's daughter Mary three years later.

He married three times. His first wife, Lydia L. Ramsey, died in 1841, and his second, her sister Hannah, in 1848. He buried both at Christ Church, Upper Merion. His third wife was Ann. In 1860 he was living at the Veranda Hotel in Norristown. The county history describes him as "of Damascus township." He died on 24 June 1878 and was buried at Norris City Cemetery, East Norriton.
