William L. McCaskey was born on 22 June 1867, by his gravestone, which names him only W. L. McCaskey. On 12 August 1888, in Polk County in southwest Missouri, he married Eliza J. Ankrom; the licence had been issued on 25 June. His son John Franklin McCaskey was born on 14 December 1898 at Polk, Polk County, Missouri, so the family was in southwest Missouri at the end of the 1890s. By 1905 they were in northwest Oklahoma, where his son Bert Cecil McCaskey was born on 18 July that year.

His wife Eliza Jane was born on 26 April 1869 in Missouri. The family farmed around Fairview in Major County and the Longdale country of Blaine County just to the south. In the Oklahoma school census of 1913 Bert, then seven, was listed in the Longdale district with W. L. McCaskey as his parent.

He died on 5 February 1913, aged 45, leaving Eliza Jane with the children. From 1915 the school census names her as Bert's parent instead. He was buried in Bethel Cemetery at Fairview under a pink granite stone: "W. L. McCASKEY. JUNE 22, 1867. FEBRUARY 5, 1913. BELOVED ONE FAREWELL." Eliza Jane was buried in the same cemetery thirty seven years later.
