Arthur Pinkney Brown was born on 14 February 1836 near Chattanooga, Tennessee, a son of William Brown and Alice York. On 22 January 1860, in Tennessee, he married Telitha Jane Driver, a Georgia-born girl of sixteen, daughter of Simeon Driver and Mary Ellender Fleming.

Their first eight children were born in Tennessee: Doss Oliver in 1861, William Artermere in 1862 (he died in 1866), Charles in 1866, Mary Ellen in 1868, Emma Jane at Memphis in 1870, Annie Eugenia on 10 July 1874 and James Robert in 1876.

In 1877 Arthur and Telitha brought the family to western Falls County, Texas, and settled near what became the town of Rosebud. Twins, Clair and Claude, were born there on 4 February 1879; Claude died the same day. Edna followed in 1882, Margaret S. in 1885 and Elza in 1887.

Their daughter Annie Eugenia married Robert Ephriam Garrett, called Eif, and was left a widow in 1931 with eight children to raise. Telitha died on 5 March 1924. Arthur Pinkney Brown died in Falls County on 26 October 1930, aged 94, and was buried beside her in Powers Chapel Cemetery.
