Charles Harvey Orr was born on 1 March 1891 in Groton, Caledonia County, Vermont. He was the fifth of six children of Robert Harvey Orr and Sarah Violet Whitehill. His father farmed at Groton. Both families had come from Renfrewshire in Scotland: the Orrs to Ryegate in 1774, the Whitehills in 1798. His brother Leslie Harold Orr and his sister Grace L. Gibson both lived in Ryegate.

On 24 September 1913 Charles married Edna Almeria Crane of Barnet, the daughter of Denzil Mansfield Crane, a farmer at McIndoe Falls. His older brother William James Orr had married her older sister Grace Mary Crane in 1902. Charles and Edna lived in Barnet. Their son Dorman Charles Orr was born there on 7 May 1915, and their daughter Almeria Gertrude on 24 January 1920. She carried her mother's middle name.

William moved to Greenfield, Massachusetts, in 1919, and Charles and Edna later moved there too. Charles lived in Greenfield for about thirty years and worked as an inspector at GTD, the Greenfield Tap and Die Corporation, which made thread-cutting tools. In April 1950 he and Edna lived upstairs at their house in Greenfield. He was 60 and working as a gage inspector. Their son Dorman, 34, a lathe operator, lived downstairs with his wife Margaret and their children Dorman L., Charles L. and Mary J.

Charles retired in 1960. On 8 May 1963 he was visiting his daughter and her husband, Mr. and Mrs. Lewis Chase, on the French King Highway in Gill. He collapsed, apparently while trying to prime a pump, and died of a heart attack, aged 72. The Greenfield paper headed its notice "Charles Orr Dies During Gill Visit" and gave his address as 180 Davis Street. He is buried in Green River Cemetery, Greenfield, Section 37, Lot 15. The stone is carved ORR, with "Charles Harvey 1891 1963" and "Edna A. Crane, his wife, 1887 1972".
