Cynthia Welch was born on 20 December 1814 in Georgia. She was a twin; her sister was named Mercy. The 1850 and 1880 censuses give Georgia as her birthplace, and a memorial says Bryan County. Her sister Betsy married Asa Anderson, whose sister Sarah was the wife of Stacy Collins of Jones County.

About 1832, in Mississippi, she married Allen Valentine, a South Carolinian. They farmed in Jones County. She had eleven children between 1833 and 1859. The 1850 census lists her as "Cintha," with nine of them at home.

Her third child, Tolitha Eboline, married Warren Collins in 1854 and went with him to Texas. The bride's clothes went in her mother's meal sack. In the Civil War her son James Morgan was first lieutenant of Newton Knight's company of deserters in Jones County.

She died on 15 September 1887 at George's Camp in Jones County, aged 72. She was buried in the Union Line Cemetery at Soso, on land her husband had given for the church. Her name is cut on the stone as "Cyntha." Her husband was buried beside her in 1901, and the stone they share reads "Safely anchored in the harbor of eternal rest."
