John Cuppy was born on 11 March 1761 near Morristown, New Jersey. When he was an infant his father moved the family to Hampshire County, Virginia, and settled on Mill Creek near Romney, on the South Branch of the Potomac. His father was also John Cuppy, so the Virginia records call the son John Cuppy Junior. In 1794 his parents followed him out to the Ohio River, and when his father died there in 1802 he was named one of the executors of the will.

He served in the Revolution from Hampshire County. In 1777 or 1778 he turned out for three or four weeks under Captain Isaac Means against the Tories, and the company captured seven of them. In 1778 he served nearly four months in the company of Captain Robert Cunningham, in the regiment of Colonel Garrett Vanmeter, on the expedition General Lachlan McIntosh led against the Ohio Indians, and helped build Fort McIntosh on the Ohio and Fort Laurens on the Tuscarawas. The next year, back from that tour, he married his cousin Elizabeth Devore. Their eldest son Benjamin was born at Mill Creek on 20 February 1780.

After the Revolution the family moved to the Ohio River, to Tomlinson's Run in what became Brooke County. In the Indian war of the early 1790s he volunteered as a ranger and spy in the company of scouts under Captain Samuel Brady, and was discharged by Colonel Beach about 1 September 1794 after three to four years. A county history printed in 1921 names John Cuppy among the four scouts of the Captina beat, with James Downing, whose daughter married his son. He was later a captain of the Brooke County militia. Elizabeth died at Tomlinson's Run on 22 September 1803, leaving seven children.

He stayed in Brooke County until about 1818, then went down the Ohio to Lawrenceburg in Dearborn County, Indiana, where one of his daughters lived, and from there to Montgomery County, Ohio. On 7 October 1824 he married Lydia Russell, a widow, born Lydia Oilar in Greenbrier County, Virginia, in 1798. They had three sons, Henry Oilar, John and Fletcher P., and farmed in Wayne Township, east of Dayton. In December 1844 he applied for a pension for his Revolutionary service. The claim was rejected, but he received a bounty land warrant, number 7954, under the act of 1850.

In 1859 the historian Lyman Draper came to interview him, and took down his memories of the border war and his family register. He died on 28 June 1861, past his hundredth birthday. His will was proved at Dayton on 20 July 1861, with his son Henry as executor. Lydia declined what the will left her and took her rights under the law instead. He was buried in Wayne Township and later moved to the Fairfield cemetery across the line in Greene County, where a tall granite shaft marks the grave. In 1882, at eighty five, Lydia claimed a widow's pension for his service as one of the scouts under Captain Samuel Brady.
