Peter Fishburn was born on 26 November 1839 in McDonald township, Jasper County, Missouri. His memorial names his parents as John Fishburn and Faitha Ann Roark. According to the 1883 county history, he grew up there and got a limited education at a pioneer school, before district or free schools existed.

In the Civil War he took the Union side. In September 1862 he joined the Seventy-sixth Regiment of the Enrolled Missouri Militia, a state home-guard force, and served in Jasper and Lawrence counties. That unit was reorganized as the Seventh Provisional Regiment in March 1863 and mustered as the Fifteenth Missouri Volunteer Cavalry that November. The Enrolled Missouri Militia was the state's home guard, called out against the Confederate raiders and bushwhackers who fought a guerrilla war across southwest Missouri. He was discharged on 30 June 1865. His grave records him as a corporal.

On 26 January 1865 he married Harriett C. Graham, daughter of Allen Graham. By 1883 he was a farmer and stock-raiser near Avilla, on 149 acres with a good farmhouse. His memorial lists the children John Allen (1866-1867), Nettie F. (1871-1940), Tilman Washington (1873-1926), Julia Faitha (1876-1940) and Ora Singleton (1882-1883). His daughter Vola, born in 1885, is named as his child on her own memorial.

Peter Fishburn died on 31 August 1909 and is buried in Avilla Cemetery, Jasper County.
