Thomas Roach was born at Painswick, Gloucestershire, on 17 May 1842. He was baptized there on 28 June, the son of William Harris Roach and Louisa Constantia. His father was then curate of Painswick, the assistant clergyman of the parish. In 1846 his father became perpetual curate of Whiteshill, and he held that charge for twenty-five years. A younger brother, William Irwin Roach, was baptized at Painswick in November 1843.

He was educated at Marlborough College. On 15 June 1861 he was admitted to St John's College, Cambridge, as a pensioner, meaning a student who paid his own way. He matriculated that Michaelmas term and won a scholarship in 1864. In 1865 he took his B.A. as 31st Wrangler. The wranglers were the men placed in the first class of the Cambridge mathematics examination, ranked in order of their marks, and he was thirty-first. He proceeded M.A. in 1869.

He became a schoolmaster. From 1870 to 1874 he was an assistant master at Repton School in Derbyshire. He was ordained deacon by the Bishop of Lichfield in 1871 and priest in 1872.

On 1 August 1872 he married Emily Maria Croome, the fourth daughter of Thomas C. Croome, a solicitor, by then deceased, of Painswick. The marriage was registered in the Stroud district. Their first son, Francis Handley, was baptized at Repton on 26 September 1873. Their second, Harry, was born about 1875 in Oxfordshire.

In September 1875 he was appointed a master at Clifton College, Bristol. He left in July 1877. The family stayed at Clifton for many years afterward. Ten more children were baptized at St John the Evangelist, Clifton, between 1876 and 1889. The 1881 census found him head of a household at Clifton, and he was still there in 1891.

His mother died in January 1888 and his father in September. Probate of his father's will was granted to him in November 1888.

By 1895 he was living at Owslebury House, Owslebury, in Hampshire. By 1903 he had moved to Downside, at Twyford near Winchester. He died there on 11 November 1904, aged sixty-two. His widow lived on at Twyford for another thirty years.
