Thomas Elmore was born about 1801. His son John's sketch in the Adair County history of 1888 says he was a native of North Carolina who went to Tennessee with his parents at six and stayed there until he was a man. His son William's sketch in the same book calls him a native of Georgia. Either way, he grew up in Tennessee and married there. His wife was Anna Saylors, a South Carolina girl raised mostly in Tennessee.

The young family lived in White County, Tennessee, in the hill country east of Nashville. Their son William C. was born there on 5 February 1825. In the fall of 1830, by both sons' accounts, they moved north to Schuyler County, Illinois, in the hilly farm country of the Illinois River's western side. Thomas's own obituary puts the move about 1833. He farmed four miles east of Rushville, the county seat, for the rest of his life.

Thomas and Anna reared ten children to maturity, six sons and four daughters. Their sons included William C., John S. and Andrew J. Elmore. In the autumn of 1855 William and John sold out in Schuyler County and took their families across to Adair County, Missouri, and Andrew followed them after the Civil War. All three became farmers and stock raisers in Wilson Township there, and William and Andrew both served as judges of the Adair County court.

Anna died at the farm in October 1879. Thomas's health failed after that. He died there on the night of Tuesday 17 February 1880, surrounded by his children, grandchildren and friends. The Rushville Times called him one of the county's oldest citizens. He was buried the next day in the cemetery near his home, now known as Messerer Cemetery, near Pleasant View.
