Charles Alvin Duggar was born on 4 May 1894 in Nashville, Davidson County, Tennessee. That is the date he gave on his draft card. His death certificate gives 4 May 1896. His parents were Sam Duggar and Martha Simms, as his death certificate and his Social Security application both record. His father died in June 1898, when Charles was four.

In April 1910 Charles, 15, was living at Stevenson, Jackson County, Alabama, in the household of his uncle Thomas Houchins, a night watchman at the cotton mill. His widowed mother Mattie, 51, lived there too, listed as the sister-in-law of the head of the house. Charles was already at work as a twister in the cotton mill, the job of twisting cotton yarn into thread.

He registered for the draft in Marion County, Tennessee, and served in the U.S. Army in France during the First World War. His memorial says he was among the founding members of the American Legion, the veterans' organization formed by men of that war in 1919.

On 26 November 1919 he married Emma McGraw. He was 25 and she was 17. They had four children: Joseph Alvin "Joe" Duggar (1920-1997), Charles Dallas Duggar (1923-1997), Mary Helen Duggar Horn (1926-2014) and Emma Coleen Duggar Hawk (1929-2008). In 1920, 1940 and 1950 the family was living at South Pittsburg, Marion County.

He worked as a cotton twister and then as a nickel plater. He later became a life insurance salesman. He died at his home, 518 Magnolia Avenue, South Pittsburg, on 7 January 1955. His son Joe, of Jasper, gave the details for the certificate. The cause was a stroke, after two years of hardening of the arteries. Rogers Funeral Home of South Pittsburg buried him on 9 January 1955 in Cumberland View Cemetery at Kimball, Marion County.
