Eli Delworth Hooper was born on 12 September 1837 in Shelby County, Illinois, the son of Clayborn Rhodes Hooper, a Kentuckian, and Mary Ann Storey. He was thirteen when the family came down into western Arkansas. On 21 November 1850 the census taker found them in Boone Township, Scott County: his grandfather James Hooper, 74, born in Georgia, at the head of the house, then his father Claiton, 37, farming, his mother Mary A., 29, and the children Susana, Eli, Sidney J., Mary J., Peter, Grace A. and Martha A., every one born in Illinois, and a baby, Emeline, six months old and the first of them born in Arkansas.

He went back to Illinois to marry. On 19 October 1865 in Sangamon County he married Martha Jane Franklin, called Patsy, and his twin sons William F. and Eli C. were born there about 1867. Patsy died, and on 25 December 1867 in Scott County, Arkansas, he married Margaret E. Loyd, a Jackson County, Alabama, girl whose family had settled at Magazine. The couple had nine more children in Arkansas: Patsy, Sallie, Mary Orinda, Nellie W., Thomas P., Nancy L., Daniel Webster, born in April 1880, and later Henry C.

He did not farm. On 24 June 1880 the census of Revilee Township, Logan County, entered him as a dry goods merchant, with Margaret keeping house, the twins, Patsy and Sallie at school, and Daniel W. one month old. A labourer from Tennessee, John Neeley, boarded with the family. His father had died at Magazine in 1873 and his father-in-law Thomas Loyd followed in 1884; both lie in the Ellington Cemetery there.

Margaret died on 27 December 1894 and was buried in the Hooper family graveyard on the farm at Blue Mountain. Eli married a third time, Emana Babb, on 9 May 1896, giving his home as Patsie in Logan County. In 1900 he was still in Revilee Township with his wife, now entered as Mary E., and his sons Daniel and Henry at home. He died at Magazine on 2 January 1919, aged 81, and was buried beside Margaret in the Hooper Farm Cemetery.
