Sarah Mullins, called Sallie, was born in 1848 or 1849 in Russell County, Virginia, the daughter of Marshall Mullins and his wife Eliza, who was a Mullins by birth too. In 1850 the census taker found her as Sally, 1, with her parents and her older sister Nancy in Russell County.
On 29 September 1868, at nineteen, she married Harvey Kelly in Wise County. He was twenty-three, born in Pike County, Kentucky, a son of William Kelly, and a veteran of the Union army. The county clerk wrote her as Sarah Mullins of Russell County, daughter of M. and E. Mullins. Her granddaughter's memorial of Harvey, written in 1933, gives the wedding day as 28 September 1867.
They lived first in Russell County, where their daughter Causby Jane was born in 1871, and then on Brush Creek, on the Clintwood side of what became Dickenson County. Sallie bore thirteen children. Six of them died before their father. When Causby died in 1945, the Clintwood paper called her parents, "the late Harve and Sallie Kelly", pioneer citizens of Brush Creek.
Sallie died in the Clintwood district on 3 April 1927, at seventy-seven. Her death certificate, filed a week later, gives the cause as old age, names her father Marshall Mullins and her mother's maiden name as Mullins, and was signed by Harvey as informant. She was buried on 5 April, "by friends", with no undertaker, near Isom. Her grave in the Kelley graveyard near Clintwood is marked by a slab of poured concrete with the words scratched into it by hand: "Kelley, Sallie, born May 1 1848, died May 1 1927, gone but not forgotten." Harvey was laid beside her in 1933. Her granddaughter Lula Pearl Mullins wrote that Harvey lived "a happy life with her until the Lord called her home May 1, 1927."
